Revision and promulgation of the administrative measures for bidding of water conservancy construction projects in Jiangsu Province

          In order to better implement a series of new bidding management regulations issued by the state and the province in recent years, and further strictly supervise and manage the bidding activities, the measures for the administration of bidding and tendering of water conservancy construction projects in Jiangsu Province (ssgg (2019) No. 5) was recently revised. 

          The revised contents mainly include: first, adjust the responsibilities of administrative supervision and strengthen the power of administrative supervision. The provincial key projects are supervised by the original provincial level, and adjusted to the city and county level supervision under the unified supervision of the provincial level. The second is to make clear that the tenderee's responsibility system is implemented in the bidding activities, and require the tenderee to formulate the internal operation system of major matters such as the selection and evaluation of bidding agent, so as to facilitate the smooth implementation of the bidding work and further enhance the tenderee's main responsibility consciousness. The third is to improve the standard of bidding scale. The fourth is to make clear that the tenderee shall use the standard bidding documents issued by the relevant departments of the state or province. The qualification conditions and rejection conditions set in the bidding documents shall be clear and clear, marked in a striking way, and listed separately in a centralized way. The rejection conditions shall be clear and easy to judge. The rejection conditions not listed shall not be used as the rejection of bids or the determination of invalid bids Basis: the special terms shall be publicized for social supervision. Fifthly, it defines clearly the behaviors and situations of collusion in bidding and fraud in winning the bid. Sixthly, the contents of the publicity of the winning candidates have been adjusted, which greatly increases the details and contents of the publicity of the evaluation results, so as to better accept the social supervision.
