Xinhua News Agency, Beijing, Feb. 6 (Reporter Yu Wenjing) In 2019, China will fight a hard battle for river and lake management and concentrate on carrying out special actions on the "four disorders" of rivers and lakes throughout the country, i.e. disorderly occupation, mining, heaping and construction. By the end of 2019, the task of cleaning up and renovating rivers and lakes will be basically completed.
Reporters learned from the Ministry of Water Resources on the 6th that in 2019, China will declare war on the persistent diseases of river and lake management, and accelerate the transformation of river and lake long systems from "famous" to "real". We will implement the boundary of space control and strive to basically complete the delimitation of the scope of river and lake management throughout the country by the end of 2020. The Ministry of Water Resources will formulate and implement the "One River (Lake) Policy" plan to systematically manage the coastline and water resources, water ecology and water environment problems in river and lake waters.
At the same time, law enforcement supervision of rivers and lakes will be taken as an important means. We should implement the three-year work programme of river and Lake Law enforcement, improve the mechanism of river and lake law enforcement verification and Listing Supervision of major illegal cases of the Ministry of Water Resources, and promote the effective link between administrative law enforcement and criminal justice.
The head of the Ministry of Water Resources said that in 2018, China had made new breakthroughs in river and lake management. The organizational system, institutional system and responsibility system of the river-length system and the lake-length system have initially taken shape. A total of more than 300,000 River lengths at the fourth level and 24,000 Lake lengths at the fourth level in provinces, cities, counties and townships were identified throughout the country. More than 930,000 River lengths at the village level and 33,000 Lake lengths at the village level were established.
