Chinese Academy of Water Resources and Hydropower Sciences: China Water Conservancy: Today in History (1949-2010)

From October 10 to 20, 1955, the Ministry of Agriculture, the Ministry of Forestry, the Ministry of Water Resources and the Chinese Academy of Sciences jointly held the first National Conference on Soil and water conservation. On October 19, Vice Premier Deng Zihui made a speech. The meeting pointed out that under the principle of unified planning and comprehensive development, the future direction of soil and water conservation work is to fully mobilize the masses, strengthen scientific research and technical guidance, vigorously conserve water and soil according to local conditions, strive to increase grain production, comprehensively develop agricultural, forestry and animal husbandry production, and maximize the rational use of soil and water resources in order to realize the construction of mountain areas and raise the level of land use. The purpose of improving people's livelihood, eradicating river water hazards and developing the socialist construction of river water resources is to achieve the goal.

 On October 10, 1987, the second phase of Dongjiang-Shenzhen water supply project was completed and accepted. After the completion of the second expansion project, the annual water supply capacity to Hong Kong has increased to 620 million m3.

On October 10, 1994, Gansu Province diverted water from the Dalian River to the Qin River. The project diverts water from Datong River in Qilian Mountains and is the largest self-flow irrigation project in the history of water resources in China. The project lasted 18 years, with a total investment of 1.57 billion yuan. It can divert 440 million m3 of water annually and has an irrigation area of 860,000 mu. 

On October 10, 2001, the 45th executive meeting of the State Council adopted the Regulations on Sand Mining in the Yangtze River, which came into effect on January 1, 2002.
