Chinese Water Conservancy Delegation to the 38th International Conference on Water Conservancy

On September 2, the 38th International Conference on Hydraulics was held in Panama City. Jiang Xuguang, Vice Minister of Water Resources, led the Chinese Water Delegation to attend the opening ceremony of the conference and delivered a speech. More than 900 experts and scholars from more than 40 countries and regions attended the conference.  

In his speech, Jiang Xuguang pointed out that with the sustained growth of population, the increase of resource consumption and the aggravation of climate change, water shortage, water ecological damage, water environmental pollution and other issues have become increasingly prominent. The Ministry of Water Resources of China is guided by the principle of "water saving priority, space balance, systematic management and two-handed efforts" put forward by President Xi Jinping to promote the reform and development of water resources in the new era. Firstly, we should strengthen the rigid restraint of water resources carrying capacity, implement the most stringent water resources management system and carry out double-control actions of total water resources consumption and intensity; secondly, we should promote the equalization of basic public services of water resources, strengthen the construction of water infrastructure network, coordinate the allocation of water resources in river basins, and strengthen the security of rural drinking water; Promote the co-construction and sharing of water ecological civilization, implement water pollution prevention and control action plan, integrate ecological water into the unified allocation and management of water resources in the basin, and create a better water ecological environment.  

Jiang Xuguang emphasized that today, with the deepening development of globalization, the world is becoming a community of destiny in which you have yourself and I have you. In line with the trend of win-win cooperation, international organizations play an important and unique role as bridges. The Ministry of Water Resources of China is willing to use the International Conference on Water Conservancy as an important platform to share water control experience with other countries in the world, learn from each other and promote sustainable development.

During the meeting, Jiang Xuguang met with President Peter Goodwin of the International Society of Water and Environmental Engineering and all members of the Executive Committee, exchanged views on future cooperation and visited the technical exhibition area of the conference. Members of the delegation participated in the Global Presidential Forum on Water Issues.  

In his meeting, Peter Goodwin thanked the Ministry of Water Resources of China and relevant Chinese institutions for their long-term support to the International Institute of Water and Environmental Engineering. He stressed that in the era of world change, we need to work together, pay more attention to the ecological environment and meet the common challenges faced by all mankind.  

This session lasts for one week and its theme is "Water Connecting the World". The conference held academic exchanges and discussions on six topics, including hydraulic structure, port and coastal engineering, water environment, water resources management and water informatics, River and sediment management, climate change and extreme events, and several special chapters.

The International Conference on Water Conservancy is sponsored by the International Society of Water Conservancy and Environmental Engineering. It is dedicated to promoting research related to water science and engineering, and awards such prizes as Heritage Award and Honorary Membership Award of Water Conservancy Engineering. Founded in 1935, the International Society for Water Conservancy and Environmental Engineering is one of the oldest water-related international academic organizations in the world. Its members come from engineers, experts and scholars engaged in hydraulics and related disciplines and applications.
