At present, a total of more than 560 billion cubic meters of flood control reservoir capacity have been released from 40 controlled reservoirs under joint operation, and some reservoirs have 26 billion cubic meters of reservoir capacity under flood limit level, totaling 82 billion cubic meters of reservoir capacity for adjustable flood storage, which has laid a solid foundation for facing the possible floods in the Yangtze River Basin this year.

    The Ministry of Water Resources attaches great importance to the Pre-flood ebb and flow of the controlled reservoirs in the Yangtze River Basin in 2019, and organizes the Yangtze River Water Resources Commission to formulate the ebb and flow plan and make overall arrangements for its implementation. One is to strengthen the planning arrangements. According to the situation of rainwater inflow and reservoir group impoundment in the basin, the fluctuation plans of the Three Gorges Reservoir and other controlled reservoirs are formulated and optimized continuously, and the objectives of fluctuation dispatching in different stages are put forward, and the dispatching tasks in different stages are implemented. The second is to strengthen trend analysis. Since 2019, the Yangtze River Commission has held seven rolling discussions to analyze and judge the situation of flood control and the trend of water inflow in the basin, and to adjust the dispatching arrangement of reservoir group fluctuation. Third, strengthen real-time scheduling. Considering the situation of flood control and water demand of all parties, some reservoirs have been dispatched since May, and the Three Gorges Reservoir has fallen below 155 meters ahead of schedule on May 16. Thirty-one reservoirs, such as Jinping I, Ertan, Xiluodu, Waterfall Gully and Goupitan, have successively fallen below the flood limit level or even the flood limit level in advance. Fourth, seize the opportunity to carry out joint ecological dispatch. Since May 26, the Three Gorges Reservoir, Xiluodu Reservoir and Xiangjiaba Reservoir have been jointly organized to carry out ecological dispatch for the purpose of promoting the natural reproduction of the four major domestic fish. The discharge of the three Gorges Reservoir has been increased step by step for three consecutive days and the Xiangjiaba Reservoir for four consecutive days, thus forming a more suitable continuous flood process in the middle and lower reaches of the Yangtze River and the lower reaches of Xiangjiaba Reservoir, so as to

Reservoir management units, such as the Three Gorges Group, Yalong River Company and Wujiang Company, strictly follow the dispatching instructions of the Ministry of Water Resources and the Yangtze River Commission, and carry out reservoir ebb and flow in an orderly manner.
