On the morning of May 14, the 2019 working conference of Huaihe River Defense Bureau was held in Bengbu. Li Guoying, General Commander of Huaihe River Defense and Governor of Anhui Province, attended the meeting and made a speech. Li Guoying stressed that it is of special importance to do a good job of flood control and drought relief in the Huaihe River Basin this year. Under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as its core, and in accordance with the unified deployment of the general national defense and the relevant requirements of the Ministry of Water Resources, we should do a solid job in flood control and drought relief, so as to provide a strong guarantee for the sustainable and healthy development of the Huaihe River Basin economy and sustainable social security and stability. Firstly, we should do a solid job in flood preparedness, sort out the outstanding problems, weak links and potential safety hazards found in the Pre-flood preparedness in the Pre-flood period, implement the rectification measures to ensure that the rectification is in place before the arrival of the main flood season, and strengthen the basic work of flood control in construction and new construction projects and operation preparation in flood storage and detention areas. Secondly, we should strengthen monitoring, forecasting and early warning, strengthen monitoring, forecasting and consultation analysis by meteorological and hydrological departments, improve the accuracy of forecasting, extend the forecast period, strengthen the sharing of rainwater information, improve the mechanism of issuing disaster early warning, ensure that disaster early warning information reaches people, implement disaster prevention and avoidance measures in place, and ensure the safety of people's lives. Thirdly, we should fully grasp the key points of defense, strictly implement the Huaihe River Flood Dispatching Scheme, scientifically dispatch key projects, comprehensively use measures such as "blocking, storing, detaining, dividing and discharging", and do a good job of reservoir safety flood control, main and tributary flood control, urban flood control, mountain flood and geological disasters, emergency water dispatching and other work to ensure the safety of river basin flood control. Fourthly, we should continue to promote the construction of the Huaihe River Basin, focus on the weak links and outstanding problems in the development of water resources in the Huaihe River Basin, intensify the construction and co-construction efforts, promote the cause of Huaihe River Basin to achieve higher quality and more sustainable development, and strive to make up for the shortcomings of disaster prevention and mitigation, so as to provide a solid water protection for the development of the basin.
Li Guoying pointed out that a strong combination of flood control and drought relief should be formed in Huaihe River. First, we should further consolidate our responsibilities, strictly implement the responsibility system for flood control and drought relief centered on the system of chief executive responsibility, so as to achieve full coverage and no blind spots, and ensure that everything is grasped, problems are managed and responsibilities are assumed. Second, we should further strengthen solidarity and cooperation. Huaihe River defense is always an important platform for unified command and dispatch of flood and drought control in four provinces of the basin. We should give full play to the function of unified command and dispatch. All provinces should, as always, carry forward the fine tradition of solidarity and cooperation and jointly do a good job in flood control and drought relief in the basin. Third, we need to further strengthen discipline in our work. All members of the Huaihe River Defense Bureau should firmly establish the idea of playing chess in the whole river basin, strictly implement the flood control plan, resolutely obey the unified command and control, resolutely subordinate local interests to the overall interests, ensure the smooth passage of decrees and prohibitions, and ensure the safety of people's lives and property by iron discipline.
Jiang Xuguang fully affirmed the work of flood control and drought relief in the Huaihe River Basin in 2018, and deeply analyzed the special situation faced by flood control and drought relief this year.
