     Recently, the work conference of the water conservancy project quality supervision project station in 2019 was held in Beijing. The spirit of the national water conservancy work conference and the water conservancy supervision work conference in 2019 was studied and implemented. The quality and safety supervision work of the water conservancy project construction in 2018 was summarized, and the objectives and requirements of the supervision work in 2019 were defined. Zhu Ruixiang, Deputy Director of Supervision Department of Ministry of Water Resources, and Zhao Wei, Director of Construction Management and Quality and Safety Center, attended the meeting and made speeches.  

      Zhu Ruixiang pointed out that in order to fulfill the requirement of "strong supervision", quality supervision must have a clear orientation, handle two relations, realize three transformations and perform four functions well, so as to strengthen "quality supervision". A clear orientation is to clarify the definition of government quality supervision. The fundamental purpose of implementing the quality supervision and management system for water conservancy projects is to strengthen the government's management of the quality of construction projects, to urge construction units to implement their primary responsibilities, and to urge survey, design and construction units to implement their main responsibilities. Two relationships should be well handled, one is the relationship between government and market, the other is the relationship between quality supervision and quality management, and the road map from finding problems to solving them should be straightened out. To realize the three changes, first, we should change the object of quality supervision; second, we should change the way of quality supervision; second, we should carry out the way of flying inspection and secret visits; third, we should change the way of quality supervision; third, we should develop and construct the information platform of quality supervision. To perform the four functions well is to supervise the performance of the government, to supervise the quality behavior of all parties involved in the construction, to check and test the quality of the project entity, and to do a good job of accountability and punishment for the problems found in the inspection. Finally, he put forward specific requirements for the important supervision work carried out in 2019.         Zhao Wei stressed that in order to perform the government's supervisory duties well, we must accurately understand the connotation, significance and requirements of the general keynote of water resources reform and development. He analyzed the problems and shortcomings in the current supervision of water quality and safety, and made clear the requirements of supervision in the main contradictions, the focus of work, the mode of supervision, the supervision team and the rectification and implementation of the supervision work. In particular, the construction of the style of supervision team must be strengthened and "strict, solid, detailed and hard" must be achieved. Finally, he put forward specific requirements for solid supervision work in 2019. First, we must change our ideas and make up for our shortcomings. The second is to strengthen team capacity building and build a loyal, clean and responsible supervisory team. Thirdly, we should do the work of project stations directly under our control and strengthen management and assessment. Fourth, to perform the duty of quality and safety supervision headquarters.  

      Yang Shihong, deputy director of the Center for Construction Management and Quality and Safety, conveyed the spirit of the National Conference on Water Conservancy Work and the Conference on Water Conservancy Supervision, emphasizing that all project stations should resolutely implement the general tone of water resources reform and development, take the initiative and act actively to ensure the quality and safety of major water projects.  

     The meeting learned the "ten inaccuracies" of inspection supervision and inspection, signed the commitment letter of honesty and self-discipline for the project stations in 2019, discussed the key points and plans of each project station in 2019, and put forward opinions and suggestions on promoting the standardization construction of supervision and inspection.  

     The leaders and supervisors of the supervision department of the Ministry of Water Resources, the Construction Management and Quality and Safety Center, the project stations directly under the Ministry's supervision headquarters and the joint supervision units of the Pearl River Water Conservancy Commission, the Yangtze River Water Conservancy Commission, Henan, Shaanxi, Yunnan and Xinjiang participated in the meeting.
